United States of America: Compliance Coordinator


The Compliance Coordinator is responsible for working with all levels of MSH staff globally, ensuring adherence to MSH’s SOPs and certification requirements, and managing and maintaining Atlas’ compliance databases and tracking systems. He/she is responsible for communicating with staff at all levels on the status of employees’ certifications and training. S/he is responsible for the oversight and entry of information into MSH’s databases/systems and for the oversight and entry of information into donors’ databases. He/she is responsible for creating, disseminating, and generating reports and information out of these databases and systems, and using them as needed to work with senior MSH staff and Leadership Team. He/she is responsible for coordination of response to corporate information needs. He/she is responsible for ensuring that Atlas Intranet information is updated and current. The Compliance Coordinator adheres to the MSH Code of Business Ethics and Conduct.


Specific Responsibilities


Corporate Reporting (20%)


  • CPAR:
    • Oversee the monitoring and tracking of USAID Contractor Performance Assessment Reports (CPARs) received for MSH’s contracts, and when a report is received gather and distribute comments to appropriate staff, enter USAID Contractor Performance Assessment Reports comments into the online system, and files the reports.


  • PVO:
    • Complete the CCO portion of the Private Voluntary Organizations (PVO) Registration each March when required.


  • FFATA:
    • Enter sub-award information on sub-awardees into the FFATA online database.


  • CCR/ORCA:
    • Maintain MSH records in the SAM Database which includes the US Government’s Central Contractor Registration (CCR) and the On-Line Representations and Certifications (ORCA), updating all databases as required, in a timely manner.


  • FAPIIS:
    • In coordination with the CFO’s office, enter information as needed in the FAPIIS system.

    • Perform searches in the FAPIIS database when requested.


  • Small Business Reporting for Projects and MSH Overhead:
    • Compile information needed and file reports electronically in the USG database by the specified deadlines.


  • VAT:
    • Assist in the vetting of sub-awardee contact information by MSH Contract Officers for VAT reporting.

    • Assist in the vetting by MSH Contract officers of additional USAID recipients of VAT reports.


  • Donor Request:
    • Assist in facilitating the completion of reports requested by donor for MSH Multi-Award IQCs, close out information requested by donors and other ad hoc reporting requests.


  • Verify accounting month-end tasks have been completed.

Database Administration (25%)


  • Registration for MSH staff for applicable Atlas ePath courses as required.

  • Manage and maintain the MSH Certifications Database, which includes Code of Ethics Certifications and Atlas functions Delegation Tracking and Reporting Database.

  • Ensure monthly New Hire Certifications and annual all-staff Code of Ethics Certifications are performed by all MSH staff.

  • Track completion of monthly New Hire Certification and Annual all-staff Code of Ethics Certifications, and communicate with worldwide staff to ensure completion.

  • Track Delegation of Procurement Authority, Delegation of Signatory Authority, and other delegation tracking as needed.

  • Run certification completion or delegation reports as requested.

  • Assist to develop a comprehensive consultant rate database, assist in populating data in the database.

  • Verify that country offices have completed the month-end field expense accounting tasks.

  • Perform data entry in Award Vision:
    • Enter and edit data on the Funder, Proposal, Award, Sub Award and Sub Awardee cards.

    • Enter budgets on the Award and Sub Award cards.

    • Enter modification information and budgets on the Award and Sub Award Cards.

    • Distribute project summary sheets.


  • Enter new codes and speed-keys in Serenic Navigator, edit existing codes and speed-keys per requests, document entries and communicate changes.

Clearance Verifications (25%)


  • Manage and oversee the MSH Clearance Verification Process for new employees, consultants and vendors; investigations and reports on possible matches; and preparation of clearance documentation for the Senior Director of the Corporate Contract Office.

  • Manage and oversee the Clearance Verification Batch Checks in accordance with the SOP.

  • Act as coverage for Contract Coordinator to perform Clearance Verifications.

  • Spot check clearances conducted by country offices to ensure they comply with SOP and spot check sub-awardees are complying with applicable regulations.

Atlas Administration (10%)


  • Assist Atlas by providing coverage as needed including:
    • Provide coverage to create Vendor cards in Navigator.

    • Provide coverage for Navigator functions performed by Data Analyst as needed.

    • Provide coverage for Administrative Coordinator to coordinate staff meetings including coordinating the agenda, arranging location and conference calls, and timesheet coordination.


Sub Audit Canvassing (20%)



  • Sub-recipient Audit Canvassing:




  • Assist with finalizing the policy and procedure for Sub-recipient Audit Canvassing.




  • Perform Sub-recipient Canvassing to ensure MSH domestic and foreign sub-recipients receive regular audits as required by A-133 and other USG regulations.




  • Review audits and where finding exists coordinate with the Atlas SME to take appropriate follow-up actions.




  • Track the monitoring process.



Participate in the development of Atlas work plan and attend any related retreats.


Perform other duties as assigned.


Preferred:


  • 2+ year’s relative experience.
