United States of America: P-4 Public Information Officer/Campaigns Officer


This is a temporary job opening, open to internal as well as external candidates. Duration of need: Seven months, with possibility of extension. Estimated Start Date: As soon as possible.


This vacancy is located in the Strategic Communications Branch of the Office for the
Coordination of Humanitarian Affairs in New York. This position heads the Campaigns Unit
and the incumbent reports to the Chief of the Public Advocacy and Campaigns Section.


Responsibilities
Within delegated authority, the Public Information Officer will be responsible for the
following: Heads OCHA’s Campaigns Unit including responsibility over OCHA campaign strategy, products and development. 2. Takes the lead in strategy, planning, development and implementation of large, complex communications campaigns (e.g. global promotion initiatives, public information programmes for a region, broad-reaching subject-specific issues, etc.); where appropriate, works with departments, funds and agencies to develop ways to implement campaigns system-wide and to incorporate the campaign message and themes into all relevant events and products. 3. Provides advice and expertise to managers, senior officers and other public information staff on a range of public affairs issues, methods, and approaches; anticipates and resolves communications/public relations issues/problems. 4. Develops strategic partnerships with key constituencies to elicit support for and maximize impact of promotional objectives; takes the lead in major advocacy projects involving outreach with the creative community including music, advertising, marketing and PR professionals. 5. Prepares or oversees preparation of a diverse range of information communications products in support of major campaign initiatives; monitors current events and trends for potential campaigns. Undertake activities to promote coverage on traditional and social media (e.g. high level mission coverage, and other special activities) of priority issues and/or major events.6. Builds information networks; plans and oversees maintenance of publicly accessible information materials on the United Nations; plans and develops outreach activities. 7. Assists in the day-to-day operation of the unit to include participating in coordination of substantive and administrative activities of the unit, interpreting and disseminating policy, providing procedural advice, improving reporting systems, handling operational and administrative queries, preparing budget submissions, establishing and/or coordinating training programmes and monitoring and evaluating results.


Education : Advanced university degree (Master’s degree or equivalent) in communication, journalism,
international relations, public administration or related field. A first-level university degree in
combination with two years of qualifying experience may be accepted in lieu of the advanced
university degree.


Work Experience : A minimum of seven years of progressively responsible experience in public information, journalism, international relations, public administration or related area is required.
Experience in communications, advertising, cause related campaigning or related area is
required. Experience in leading global advocacy campaigns and developing partnerships with
the creative community including music, advertising, marketing and PR professionals is
required. Experience with online campaigns and developing strategies for traditional and
social media is required. Fundraising experience is desirable.


Languages: Fluency in English (both oral and written) is required. Knowledge of another UN official
language is an advantage.
