The Organization
The United States Institute of Peace (USIP) is an independent, non-partisan, federally funded organization established and funded by the U.S. Congress to increase the nation’s capacity to manage international conflict without violence. USIP was founded in 1984 to:
• Prevent, mitigate and resolve violent international conflict;
• Provide analysis on the root causes of conflict;
• Increase peacebuilding capacity, education, tools, and intellectual capital among practitioners and the American public.
Summary
The candidate will join the Planning, Learning, and Evaluation team to manage the Initiative to Measure Peace and Conflict Outcomes (IMPACT). IMPACT develops simple, but rigorous data collection mechanisms to monitor peacebuilding programs and assess progress towards objectives such as reducing violent incidents, resolving disputes, or increasing trust in local government institutions. The goal of the initiative is twofold: to learn lessons that can help improve future programming, and to enhance the ability of the field to demonstrate concretely the effectiveness of various peacebuilding approaches. The candidate will report to the Vice-President of Planning, Leaning, and Evaluation..

Major Duties and Responsibilities
Program Support:
• Work with PLE team to manage IMPACT portfolio, helping ensure that projects are meeting their objectives, and coordinates the implementation of day-to-day project activities. Focus of position in particular will be on implementation of two existing initiatives:
o IMPACT-CAR: A USAID supported initiative in the Central African Republic to develop a shared monitoring approach and data collection approach among peacebuilding organizations working in CAR. Candidate will support implementation of IMPACT-CA
o IMPACT-Reconciliation: An effort to build on previous IMPACT efforts to develop a shared approach to monitoring and data collection for reconciliation programming. Initiative includes testing of indicators and data collection strategies in Colombia and possibly other countries. Candidate will lead implementation of IMPACT-Reconciliation
• Work with the IMPACT team to strengthen and grow IMPACT programming, to cultivate strategic partnerships, and pursue external funding for IMPACT projects.
• Works with the Senior Research Analyst to develop and refine data collection tools and strategies for the IMPACT projects.
• Organizes and facilitates IMPACT program learning workshops, both in Washington, DC, and in the field.
• Provides support to USIP partners and grantees utilizing IMPACT tools, which includes designing and implementing capacity building workshops.
• Drafts program publications, including lessons learned documents.
• Performs other duties as assigned.
Qualifications
• Six (6) or more years related experience, with at least two years of M&E experience. Experience in developing monitoring strategies, indicators, and data collection strategies for field-based programs desired.
• Bachelor’s degree (Masters preferred) in international relations or related field.
• Fluency in English and Spanish required.
• Knowledge of peacebuilding or related fields required.
• Experience managing partners, networks, and/or grantees in the field desired.
• Experience managing programs, facilitating workshops, and providing capacity building assistance to local NGOs desired.
• Experience working in Colombia helpful, but not required.
Candidate must be able and willing to travel to CAR and Colombia
