Screening Process

Successful completion of a pre-employment a security clearance check conducted on a local and national level and a drug screening test.

Primary Function

Under the direction of the Captain, Field Service Bureau, or designee, the incumbent serves civil process writs, orders, and protection orders issued from the court or a Notary Public to designated individuals. Assures writs and orders are served in strict adherence to issued instructions and in compliance with applicable federal, state, and local regulations, and departmental policies and procedures. Perform duties on an on-call basis, as needed.


Essential Functions:
Deliver legal papers to designated individuals in assigned geographical area, assuring protection orders receive priority service and are served in strict compliance with the Domestic Abuse Act.


Pick up log of daily assignments and writs of process to be served from the Civil Process Division of the Sheriff’s Department. Review log of daily assignments and reconcile with writs received. Review instructions and procedures; confer with supervisor to resolve any questionable instructions or procedures prior to service of writs.


Organize daily service route. Conduct limited investigations, utilizing the telephone, personal computer, reference books, local directories, and other available resources, to locate individuals and to gather information to assist in the servicing of writs.


Communicate with attorneys, petitioners, respondents, employees, courts, etc., to gather additional information or to clarify questionable information or instructions.


Complete daily logs, reports, and documentation pertinent to the service of writs including type, time, date, and place of service; name of individual served or name of individual with whom service was left; mileage incurred, etc.


Review prepared legal returns for accuracy and completeness. Instruct Law Enforcement Technicians to make corrections when needed. Sign correct legal returns for return to the issuing party (i.e., courts, attorneys, Notary Public, etc.).


Return telephone calls; respond to questions or inquiries from issuing parties regarding the status of writs.


Establish and maintain effective working relationships with the general public, governmental officials, law enforcement personnel, co-workers and supervisors.


Operate a vehicle safely and in compliance with traffic rules and regulations, in the performance of job duties.


If assigned a County vehicle, conduct routing inspections (lights, tires, fluid levels, safety devices, etc.) on assigned vehicle to assure proper operation. Inform supervisor of needed repairs.


Perform accurate mathematical calculations in the performance of job duties.


Perform computer input and retrieval functions utilizing a variety of hardware and software programs.


Prepare and maintain various records, reports, correspondence and other departmental documents. Other Duties and Responsibilities Testify in court regarding process service as needed.


Cross train in tax collection procedures, as directed.


Operate standard office equipment in the performance of job duties (i.e., fax machine,

copier, personal computer, calculator, etc.).


Perform computer retrieval functions utilizing a variety of hardware and software programs.


Attend various training courses, seminars and conferences to maintain knowledge of current trends and developments in job-related skills and techniques.


Perform other related duties as assigned.


Education and Work Experience and Other Requirements:
High school graduation or equivalent.


Two years * work experience involving public contact and basic clerical skills. Applicants with work experience in law enforcement/criminal justice preferred.


Continued employment as a Civil Process Server is contingent upon successful completion of the prescribed course of study required by the Sheriff’s Department for certification as a Professional Civil Process Server within the first year of employment.


Experience/training in operating VDT equipment desirable.


Must posses a valid driver’s license at the time of hire, and maintain it throughout the course of employment.

  • Approved education beyond high school in Public Administration, Business Administration, Criminal Justice, Law, or a related field may be substituted for work experience on a year-for-year basis.

Duties also require the ability to tolerate an indoor and outdoor work environment that includes contact with or exposure to inclement weather conditions. An incumbent must have the ability to frequently lift and/or carry equipment, supplies, and other materials weighing up to 10 lbs., and to occasionally lift and/or carry equipment, supplies, and other materials weighing up to 25 lbs. An incumbent must also possess the hand-eye coordination and manual dexterity necessary to use hands and arms to reach, finger, handle, grasp and feel; climb in and out of vehicles; and operate the following: vehicles, computers, tools and any other equipment that is used to perform the essential functions of this job. Work hours may occasionally be required in times of darkness. Noise level is usually moderate. Vision abilities, correctable to normal ranges, include close vision, distance vision, peripheral vision, depth perception and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. Work requires extensive interaction with the general public, and may be stressful when dealing with irate citizens and/or time constraints.
