Strategic Advisor I, Exempt - City of Seattle - Seattle, WA





The City of Seattle’s Human Services Department (HSD) funds and operates programs and services that meet the basic needs of the most vulnerable people our community – families and individuals with low incomes, children, domestic violence and sexual assault victims, homeless people, seniors, and persons with disabilities. We invest in programs that help people gain independence and success.

The Youth and Family Empowerment (YFE) Division’s Strategic Advisor position is responsible for evaluating and providing solutions regarding various aspects for YFE work with a primary focus on policies and investments that impact underprivileged populations within the City of Seattle. This position will work closely with internal and external partners to develop policy recommendations related to and focused on providing youth, young adults, and families with access to the resources needed to live healthy and productive lives. This position reports to the YFE Director.


Job Responsibilities:
Develop and implement policies affecting the Division’s strategic direction including investments; grant opportunities, and partnership development; advise the Division Director on policies which may involve long term impacts to the department and division.

Manage communications to internal and external audiences on behalf of the Division Director on a variety of significant issues. Work closely with the department’s communications manager on messaging with the Mayor’s office and external stakeholders.

Interpret population data and program data to better inform policy and strategic direction; use data to effectively communicate with internal and external stakeholders.

Prepare briefing memos, reports and other written documents needed for communication with the department leadership, mayor’s office and other elected officials, sponsors, advisory council and other decision makers.

Act on behalf of and represent priorities and interests of the Division and serve on a variety of cross functional, departmental or jurisdictional teams.

Provide leadership and administrative support for the Mayor’s Youth Opportunity initiative.

Participate in interdepartmental efforts to address unsheltered homelessness in the downtown core of the City.

Coordinate and facilitate various meetings as needed.


Qualifications:
Minimum Qualifications:
Bachelor’s Degree in social work, public administration, public policy, or related human services field (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work).

Three (3) years of experience with planning, strategic development, program development, or grant writing and other fund development. Desired Qualifications:

Experience working collaboratively in a political environment.

More than three years working in program planning related to development or administration of human service programs or other work in related field.

Experience working with executive leadership or elected officials to develop and operationalize policy.

Expertise in program or project evaluation related to systems transformation efforts.

Strong written and oral communication skills, with a demonstrated ability to effectively communicate to and with a diverse range of stakeholders, elected officials, and policy makers.

Experience working with vulnerable populations including but not limited to communities of color, immigrant and refugee communities, and low-income communities.

Strong problem-solving and analytical skills.
