PROJECT DIRECTOR, WASHPaLS – Washington D.C.
Tetra Tech ARD (http://tetratechintdev.com), headquartered in Burlington, Vermont is accepting expressions of interest from qualified candidates for the Project Director (PD) position for the Water, Sanitation, and Hygiene Partnerships and Learning for Sustainability (WASHPaLS) project.
WASHPaLS aims to improve USAID’s WASH programming by providing technical support to USAID missions, generating new knowledge about the effective implementation of selected interventions and disseminating learning both within and outside of USAID. Designed to complement other USAID/Washington WASH technical leadership programming managed by the E3 and Africa bureaus, WASHPaLS focuses particularly on WASH interventions that contribute to improved sanitation access and hygiene behaviors in rural areas. A prime focus will be providing sector leadership through innovation and operational research activities that build a rigorous evidence base for new interventions and approaches to address priority problems related to hardware/technologies, behavior change, and the enabling environment for WASH.
The project will be led by a headquarters office in Washington D.C.
Responsibilities:
* Provide overall strategic direction, managerial, and technical leadership activities with USAID and other USG partners including International H2O Collaboration, Public Private Partnership for Handwashing, multiple governments, international organizations, and country-level stakeholders;
* Ensure successful collaboration and integration of technical support activities across WASH programming on USAID missions;
* Develop work plans for project activities;
* Provide timely and accurate reporting and written and oral presentations to USAID on all program areas;
* Coordinate program activities with other donors, international organizations and NGOs;
* Represent the WASHPaLS activities with other USAID and partner organizations;
* Oversee all financial and administrative processes; and
* Manage, lead, and oversee all staff in achieving project results; oversee the planning process and produce a strategic plan for project deliverables.
Qualifications:
* Master’s degree or higher in engineering, public health, business, behavioral studies, or other related field;
* At least 15 years of demonstrated technical expertise, with substantial developing country context experience, in two or more of the following technical areas: community participation, rural WASH, behavior change, field research, governance, institutional development, and private sector engagement;
* At least 5 years of demonstrated experience in a management position in international health or other development program context;
* Previous experience managing projects of a similar magnitude and complexity;
* Demonstrated ability to design and manage field-based research studies;
* Demonstrated ability to work with a wide range of government and civil society counterparts and donor and UN partners;
* Excellent oral and written communication skills in English; and
* U.S. citizenship or a valid U.S. work permit is an absolute requirement.
