United States of America: Director, Monitoring and Evaluation


HIAS seeks a Director of Monitoring and Evaluation (M&E) to develop and implement HIAS’ strategy and procedures to ensure organizational and program accountability, donor compliance and to demonstrate evidence of impact of our work, particularly to improve the lives of refugees and other humanitarian migrants in the countries where HIAS operates. In addition to informing performance management at the individual program level, the Director helps HIAS’ in agency wide performance management through mission metrics. S/he promotes evidence-based decision-making for greater program impact and accountability and works with agency leadership – in country and at headquarters – to position M&E as a strategic functional area for HIAS.


At the field level the position aligns program design with HIAS’ strategy; measures and understands the results of our work within the context of our mission; strengthens M&E systems and capacity; reports into a meaningful agency-wide system; and learns from our results. At the agency level, the Director helps HIAS identify and respond to trends in programming, including needs and gaps; improves the scale and spread of programming in relationship to the mission; identifies and implements best practices for replication or for increased scale; creates a common language across diverse programs; and effectively assists in promoting our programs based on impact outcomes.


Essential Functions:


  • Manages all aspects related to the evaluation of HIAS’ programs – including conception, design, implementation, analysis and reporting.

  • Leads the implementation and refinement of an agency-wide program metrics system designed to meet strategic information needs.

  • Advances the understanding and use of Mission Metrics, an agency-level program metrics system, for accountability and learning.

  • Designs monitoring protocols and tools for headquarters and in-country staff and work with the Global Programs team, Country Directors, and local management teams to implement systems and tools for ongoing program evaluation.

  • Develops and implements systems for the collection, analysis and reporting of quantitative and qualitative data for the purpose of informing staff, management, lay leadership and funders of the effectiveness of HIAS’ work.

  • Travels to HIAS program locations for on-site program evaluation, and train local staff in monitoring and evaluation techniques.

  • Ensures implementation of evidence-based programming that reinforces accountability and impact.

  • Provides remote and on-site technical support and assistance in data collection, analysis, and monitoring and evaluation.

  • Coordinates with program management and in-house technical experts to implement beneficiary impact measures and data-driven accountability and strategy to shape program direction.

  • Demonstrates commitment and integrity to accomplishing HIAS’ mission, goals and core values in these and other duties as assigned.

  • Ensures that M&E standards are understood and applied consistently across HIAS.

  • Leads the development and implementation of a knowledge management and communication strategy to further stimulate use of evidence for learning, strategy and high-impact programming.

  • Provides leadership to key research initiatives, including the effective communication of critical results in forms that influence key stakeholders (internally and externally).

Qualifications and Requirements:


  • Graduate degree or equivalent in international development or other relevant social science, and working knowledge of international systems, economics, politics, human rights and/or environmental issues required.

  • Minimum of ten years’ experience in a related field; at least five years in senior roles relating to M&E and at least three years working overseas.

  • Demonstrated leadership in program and organization-level design, monitoring and evaluation.

  • Extensive knowledge of rigorous research and evaluation design and methodologies.

  • Proven experience with analyzing and effectively communicating key research and evaluation findings to respond to the information needs of targeted audiences.

  • Knowledge of the latest thinking and debates in the field of evaluation, particularly in the international development sector.

  • Experience managing and leading a team, including human resources and budget management.

  • Thorough understanding of how to build, develop and analyze complex M&E approaches; solid knowledge-base on how to build, develop and analyze complex quantitative models, survey tools and other quantitative analysis techniques.

  • Experience working in the international development and/or refugee protection field, including relevant experience in the field.

  • Excellent organizational and facilitation skills; strong oral and written communication skills required.

  • Ability to travel 50% of the time.
