CARE is seeking a Senior Business Development Specialist that will play a key role in managing CARE’s USG proposal development as part of the Competitive Bids Unit (CBU). This role includes leading proposal development efforts and coordinating CBU’s support to CARE Country Offices responding to USG bids, as assigned; liaising with partners/potential partners and assisting with negotiations for scopes of work; conceptualizing CARE’s role in potential projects; reviewing draft proposals and coordinating submission.
Additionally, the Senior Business Development Specialist works closely with other members of the Competitive Bids Unit and with Country Office (CO) and HQ staff to ensure responsiveness to the requirements of the RFA/RFP and consistency with CARE’s best practices and Country Office needs and interest. The Senior Specialist develops and maintains systems to facilitate CARE’s responses to RFAs/RFPs; prepares analytical reports of past CARE experience to reflect on lessons learned; and provides leadership to build CARE staff capacity to successfully pursue bids. The Senior Specialist leads the CBU’s capacity building efforts for building staff skills and knowledge of USG competitive bidding.
Responsibilities:
- Oversee, coordinate, and be ultimately responsible for the preparation, writing, editing, review, management and timely submission of technical proposals and other CBU required materials;
- Coordinate advanced preparations for upcoming opportunities through AIMS including intelligence gathering, recruitment, workshop design and prep, technical content development;
- Make an initial assessment of CARE’s ability to effectively compete, and factors required to assure a successful bid (in the case were we move forward to a bid);
- Set priorities, delegate responsibilities and establish deadlines, document timetable, and report on same to Director;
- Identify potential partners, and play a lead role in the negotiation of teaming agreements;
- Develop agenda for strategy meetings including development of “win themes” for each proposal, as appropriate.
- Lead and provide guidance to the proposal team on proposal content, strategy, staffing, partners and budgeting; and develop a timeline to accomplish said tasks;
- Provide accurate and timely information regarding job descriptions and profiles required for proposal writing, key positions and consultant assignments;
- Draft, edit, review and provide guidance to Country Offices regarding proposal strategies, technical content and budgets, etc.;
- Document best practices and foster training to improve a successful proposal outcome;
- Utilize AIMS in the proposal development process and ensure accuracy of AIMS and, subsequently, CBU information and metrics for decision making;
- Help develop technical guidance documents to capture knowledge and learning from assigned proposals;
- Mentor and coach staff and provide ongoing feedback and supervision;
- Encourage staff development and career planning for the overall benefit of the employee;
- Lead the implementation of a 3-5 year strategy for Knowledge Management (KM) that details how CBU will manage and share information within the unit, across IFP and with COs;
- Provide guidance on implementation of the KM strategy, including overseeing the development of individual business plans within the team and across IFP to implement the KM strategy
- Manage the CBU SharePoint site including management of interns and staff responsible for updating and building out the site
- Develop models and best practices for knowledge management
- Develops documents including updated “Why We Lose”, oversees development of PPR database and updated capacity statements
- Develop models and best practices for new business development as coordinated through AIMS
Qualifications:
- Bachelor’s degree in development related field;
- 6-8 years of experience in USG proposal development (including USAID, Department of State, BPRM and CDC);
- Staff management experience is strongly preferred;
- Excellent writing skills with special emphasis on clear, persuasive language; strong editing skills;
- Knowledge of USG proposal requirements;
- Knowledge of USG rules and regulations.
