HIAS seeks a Program Analyst to join its U.S. Programs team to be responsible for data analysis and database development support; general compliance; programmatic performance and progress against program goals and deliverables. Reporting to the Associate Director, Grants Management, s/he will work closely with the U.S. Programs team to monitor and evaluate the effectiveness, cost, and overall impact of HIAS’ Refugee Resettlement programs, including Reception and Placement (R&P), Matching Grant (MG), and Preferred Communities (PC). S/he will also be responsible for developing and improving systems to plan, implement, monitor and evaluate programs.
Essential Functions:
- Work with U.S. Programs team to refine objectives, indicators, and deliverables and develop customized reports as needed from various databases and through statistical programming, including developing baseline assessments, performing statistical analysis, and tracking data against baseline.
- Perform basic and intermediate statistical analysis using statistical software.
- Enter data and build databases using Access, Excel or other database software.
- Track, analyze, and regularly report on program indicators, progress against targets, program successes and lessons learned.
- Conduct data checks to ensure data quality related to analysis and research.
- Update and maintain database programs used to produce automated reports.
- Draft, finalize and implement relevant programming guidelines, standard operating procedures, data dictionaries and documentation related to data collection, management and analysis.
- Investigate problems and design solutions to ensure improved program implementation and management.
- Participate in the development and review of project management tools and manuals and improvement of systems and processes.
- Travel to field offices to monitor program implementation, provide operational assistance, and to support compliance with program management standards.
- Work with Program Managers and Program Associates to ensure that standards are met.
- Provide support to AVP for Global Programs; Senior Director, U.S. Programs; and Director, U.S. Resettlement Program in the production of program reports and proposals, especially in the provision of outcome narratives and statistical reports.
- Provide senior management with regular updates on program outcomes for use in reports to funders and the HIAS Board of Directors.
- Support other M&E functions as delegated.
- Undertake other duties and projects as may be assigned.
Qualifications and Requirements:
- Undergraduate degree in a relevant field with an emphasis on statistical analysis required. Master degree preferred.
- Two to five years of related work experience. Familiarity and experience with Monitoring and Evaluation and/or knowledge management.
- Strong background in social justice, human rights, and/or refugee issues. Knowledge and/or experience of U.S. Refugee Admissions Program preferred.
- Experience in using statistical software packages and access database development strongly preferred.
- Ability to manage, track and report on program data.
- Experience retrieving, manipulating, and managing multiple datasets and integrating data from multiple sources.
- Excellent writing and communication skills with familiarity writing funder reports, SOPs and other program management documents.
- Ability to work independently in a fast-paced environment and meet strict deadlines.
- Excellent critical thinking and analytical skills; ability to multi-task.
- Eligibility to work in the United States and willingness to provide employment verification as required. Some domestic travel required.
