The Bureau of the Fiscal Service Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Successful applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.


Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to:


Successful completion of at least 1-year of continuous service;

Completion of at least 40 hours of interactive training;

Demonstration of successful job performance; and

The following are the duties of this position at the GS-9. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this developmental position.


Participate and assist in developing policies, guidelines, procedures, and controls for debt, administrative, and governmentwide accounting related issues.

Participate and assist in the preparation, review, analysis, and/or submission of annual financial statements that are in compliance with the CFO Act of 1990 and other governing regulations.

Participate and assist in developing and maintaining accounting controls to assure the accuracy and timeliness of debt, administrative, and governmentwide financial records.

Provide support in the development and implementation of effective cash management and reporting policies and procedures for Federal Reserve Banks relating to the cash accounts of the Treasury.

Operate, maintain, and monitor financial management systems according to established procedures and required schedules. QUALIFICATIONS REQUIRED:

You must meet the following requirements by the closing date of this announcement.


To be eligible for the Recent Graduates Program, applicants must have, within the previous 2 years*, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; [or intended graduation is no more than 9 months from date of application.] if applicable.   • Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran’s eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.

In addition to meeting the criteria below you must also meet the education requirement listed in the requirements section. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.


To qualify for the grade 07 level, you must meet the following requirements: Specialized experience for the GS-07 is defined as one year of experience at the GS-05 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this grade includes

Experience and/or application of accounting/auditing standards in an academic or work setting.

OR

You may qualify by successfully completing at least one full year of graduate level education in a degree program related to this position.

OR

You may qualify by superior academic achievement which is defined as having a bachelor’s degree and a GPA 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

OR

You may qualify by meeting a combination of education and experience. Options for qualifying based on a combination will be identified in the online questions.


To qualify for the GS-05, you must meet the following requirements:

You must have 3 years of general, progressively responsible experience, 1 year of which was equivalent to at least the GS-04 level in the Federal service.

OR

4-year course of study leading to a Bachelor’s degree

OR

You may qualify based on the equivalent combination of education and experience. Options for qualifying based on a combination will be identified in the online questions.


The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your résumé.

Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term “accounting” means “accounting and/or auditing” in this standard. Similarly, “accountant” should be interpreted, generally, as “accountant and/or auditor.”)


OR


Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include one of the following:

Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements.
