Facility Security Officer(FSO) - Dresser-Rand - Wellsville, NY

The Facility Security Officer (FSO) is responsible for the management of Siemens Government Technologies’ (SGT) overall Security Program in support of all our Federal Government contracts and sites as well as manages Foreign Ownership, Control or Influence (FOCI) program and adherence to the Special Security Agreement. Functions include the processing of personnel security clearances (Secret through TS/SCI and DOE Q) via the e-Qip system, record maintenance, understanding of the intelligence community and access requests, administering security awareness training program, and preparing visit requests.

Position Qualifications (Required and Preferred):

Mandatory Requirement: Applicants selected for this position will be subject to a Government Security Investigation and must meet eligibility for access to classified information. Position may eventually require a Top Secret clearance level. • Bachelor’s degree preferred or equivalent experience. 5-8 years of facility security experience required. Must have FSO certification. • In-depth knowledge of the National Industrial Security Program (NISP) and experience with DSS. Supervisory, Management and supervision of individual projects a plus. Training and presentation skills and experience helpful. • Strong organizational and administrative skills to include proficiency with MS Office Suite and the DSS database systems (JPAS, e-Eqip ISFD, etc). • Experience with parent-subsidiary and/or joint venture facility clearance requirements desired. • Position may require occasional U.S. travel to contract sites for new employee transition and security briefings. • Ability to effectively interact with personnel at all levels in a dynamic work environment is required. • Must be able to work independently and in a team environment. • Must have excellent written and oral communication skills.


Position Responsibilities and Duties:


PRINCIPAL DUTIES AND RESPONSIBILITIES:


• Reviews all security paperwork for accuracy and completion and submits via the e-Qip system.


• Provides guidance and instruction to employees to ensure completion of security paperwork.


• Provides security briefings during their new employee orientation as well as manages various security trainings.


• Establishes and maintains a working relationship with DSS in filing necessary clearance paperwork for new employees and periodic reviews for current employees.


• Maintains a working relationship with each contract’s security office for processing and maintaining employee clearances.Establishes and maintains a working relationship with service center employees in all areas of Industrial Security.


• Follows up on processed clearances to provide a clearance status to managers for specific contracts.


• As needed, writes security policies and procedures, and prepares written reports of surveys and inspections.


• Maintains company facility clearance at the Top Secret level.


• Maintains all security documentation and files in accordance with DSS requirements.


• Prepares the necessary paperwork in support of a DSS investigation or annual visit.


• Meets with DSS representatives upon request.


• Provides research and guidance to senior management on a particular agency’s clearance requirements in support of business development opportunities.


• Maintains FSO Certification and attends annual training


Serves as an intergral member of the Industrial Security Department of SGT.
