Corporate Security (CS) is a division within the World Bank’s General Services Department. CS staff serve at both WBG Headquarters in D.C. and in Bank Group offices in more than 40 countries. The division’s mission is to support global operations by employing risk mitigation strategies and promoting the principle of a shared responsibility for security and safety.
General
The position of Security Specialist (Risk Management and Policy) will be established in Washington, D.C. within the Corporate Security division of the General Services Department of the World Bank (GSDCS), reporting to the Manager of Corporate Security. The incumbent will be responsible for supporting the Security Risk Management Framework, including the Security Risk Assessment process, working closely with the Risk Analysts and field Security Specialists to identify and address security and safety challenges affecting Bank Group staff and operations. The incumbent will also have primary responsibility for Corporate Security’s Policy and Procedure (P&P) documents. Deliverables will include updating out-of-date policies to accord with the P&P Framework, generating new documentation to fill risk management gaps, and compliance monitoring. Finally, the incumbent will take the lead on Corporate Security’s engagement with Bank Group stakeholders (e.g., Travel, Legal, OPCS, Corporate Procurement) to promote broader security risk management efforts and identify opportunities for collaboration.
The Security Specialist (Risk Management and Policy) will be responsible for (a) supporting the Bank Group’s maturing security risk management program, (b) developing and maintaining Corporate Security’s P&P documentation, and (c) engaging with institutional partners and clients to address broader security risk management issues.
The incumbent will serve in a full-time capacity and be on-call for emergencies.
Duties and Accountabilities:
A. Security Risk Management
Assist in developing and maintaining Corporate Security’s Security Risk Management process, which includes structured threat and risk assessments, security standards and compliance tracking;
Collaborate with Corporate Security personnel, institutional stakeholders and external resources to improve risk identification, management, and monitoring;
Provide security risk management analysis for Bank and IFC Management and other internal WBG clients (e.g., MIGA, Fragile States).
B. Security Policy
Draft, socialize, and secure approval of Corporate Security Policies, Directives, Procedures and Guidance in accordance with the Policy and Procedure Framework;
Expand Corporate Security’s process-focused Guidance documentation to formalize current best practices and improve transparency;
Monitor Corporate Security’s practices to ensure they remain in conformity with applicable institutional requirements, evolving global security threats and industry best practices.
C. Institutional Engagement
Liaise with Corporate Security’s partners (e.g., Travel, Operational Risk) and institutional clients (e.g., Bank Regions, IFC) to promote security risk management efforts and identify challenges and opportunities;
Lead Corporate Security’s engagement with Legal in identifying and addressing duty of care concerns and broader legal risk issues within GSD;
Support Corporate Security’s growing engagement with Corporate Procurement and OPCS in security-related risks in Bank Group contracts and operations.
D. Subject Matter Expertise
Keep current on evolving security threats that may impact the World Bank Group;
Maintain an in-depth understanding of Bank Group operations and policies to support Corporate Security decision-making;
Track industry best practices by monitoring security programs at other international financial institutions, the UN and corporations.
Selection Criteria:
A master’s degree (preferably in international relations, international security) or J.D./equivalent is required. A bachelor’s degree in the same fields combined with 10+ years of current security risk management experience may be substituted.
Experience and General Skills
• Minimum five (5) years of recent experience in security risk management;
• Proficiency with common office computer programs;
• Oral and written fluency in English.
Specialized Skills
• An in-depth understanding of security risk management processes, tools and industry best practices;
• Knowledge of Bank Group management structure, decision-making (ADM), and operations;
• Experience drafting policies in conformity with the Policy and Procedure Framework;
• Familiarity with duty of care obligations and security-related operational, financial and legal risks;
• Ability to clearly and concisely communicate risks and options to decision-makers;
• Strong oral and written communication skills of a level suitable for interaction with senior management.
