SI’s Impact Evaluation (IE) practice emphasizes methodological rigor, while realizing that each evaluation occurs in a unique operating environment. We customize every impact evaluation to meet client needs and to align with programmatic realities. SI frequently employs mixed-methods approaches, building on the strength of both quantitative and qualitative techniques, rather than relying on a narrow set of design options. Utilizing the range of impact evaluation methodologies, including randomized control trials (RCTs) and a suite of quasi-experimental designs (QEDs), we draw from deep expertise with up to date, effective, and innovative methodologies. SI IE staff possess in-depth knowledge of emerging and innovative evaluation trends. Our team has experience using up-to-date methodologies including a full suite of experimental and quasi-experimental methods, electronic and mobile data collection, sensors, randomized response strategies, geospatial data collection and analysis, and others.
JOB SUMMARY:
The Deputy Director (DD) is a key member of the Impact Evaluation leadership team, responsible for carrying out the core function of resource management in the IE service area, supporting the IE VP and Program Director(s) together with other Deputy Directors, through supervision and support to a group of IE staff, and participates in key decisions affecting the service area team including staffing decisions. In addition to project-based technical work, he/she also performs critical service area management, business development, and internal and external strategic functions.
The Deputy Director has experience managing complex projects, is a skilled team leader, has an established track record in all aspects of people management and is able to support a variety of organizational management functions such as planning, budgeting and resource planning. The DD also supports business development/revenue generation functions and maintains a billability rate of approximately 60-65%.
RESPONSIBILITIES:
Personnel Management (20%):
The Deputy Director plays a key role in service area management by overseeing an assigned set of approximately 5‐7 service area staff, including Program Managers, Associates, and/or Assistants.
Responsibilities will include:
- Provide direct supervision of assigned staff. This includes:
- Serving as a coach and mentor to assigned staff, providing professional development/career advice, and advocating for staff interests.
- Conducting regular performance appraisals for staff and recommend relevant promotions or staff changes
- Providing advice and support on general project management and contracts, customer relationship management, personnel, financial and risk management issues
- Aligning staff interests and expertise with projects and organizational needs
- Assess workloads, identifies personnel resource needs through forecasting, and makes recommendations to implement re source leveling, bid assignments or hiring decisions.
- Align staff interests and expertise with projects and organizational needs.
- Serves as a coach and mentor to assigned staff, overseeing the professional development of direct reports.
- Carry out ongoing and end-of-year performance appraisals for assigned staff, seeking input from other managers and staff who have worked with the staff member. Recommends staff for promotions based on their performance during the end- of-year appraisal process.
- Participate in the recruitment and hiring of new service area staff.
- Recommend realignment of workload as necessary, in order to optimize high quality service delivery, staff professional development and work life balance.
- Work with service area leads and senior management on personnel management issues.
Service Delivery (60-65%):
The Deputy Director is expected to be billable for approximately 60-65% of his/her time:
Billable services are expected to fall into two categories:
- Direct Service Delivery: Direct service delivery refers to technical work and/or management in the Deputy Director’s area of expertise on large, complex, and/or high visibility projects. Typically, this will be at a mid or senior level as dictated by the terms of the contract under which the work is performed.
- Technical Oversight: The Deputy Director might also serve as the senior technical advisor (STA) on specific projects or as the manager or deputy manager of an IQC, providing technical advice and quality assurance services to the team implementing the contract.
Business Development/Revenue Generation (10%):
The Deputy Director is expected to spend time supporting revenue generation activities. This includes support for marketing, business and proposal development related to new bids. The Deputy Director may be called upon to identify new opportunities, write or lead technical sections for proposals, review draft proposals, identify staff to be included in proposals, and work with the Finance Department to develop and review budgets.
Other Management Functions (5-10%):
The Deputy Director may also be asked to support other service area management functions from time to time, including:
- Internal initiatives
- Strategic planning and budgeting
- Marketing, representation and client relationship management
QUALIFICATIONS:
Knowledge, Skills and Abilities:
- Demonstrated ability to understand and implement pertinent company and client policies and procedures clearly and accurately.
- Demonstrated expertise in impact evaluation, including familiarity with IE methodologies as well as experience with large-scale surveys and data collection
- Demonstrated ability to oversee team mobilization, written research products, and quality assurance processes.
- Demonstrated ability to establish and maintain effective working relationships with supervising personnel, co-workers, donors, supervisees, business professionals, and the general public. Demonstrated ability to oversee and manage multiple complex projects simultaneously and provide advice and guidance in a timely fashion.
- Demonstrated ability to manage personnel effectively and exercise good judgment related to allocating staff resources and ability to sensitively handle personnel management issues Demonstrated ability to exercise good judgment and communicate effectively orally and in writing.
Education and Experience:
- Master’s degree in international development or other related social sciences, Minimum of 5 years of relevant experience: preferably at least 3 years’ experience working on IE of international development programs, including providing technical support, writing/editing proposals, managing contracts and producing deliverables.
- Experience working with USAID, Department of State and/or other donor agencies and foundations to produce useful and accurate products.
- Experience managing large and/or complex donor contracts, with positive results.
- Demonstrated experience managing personnel, providing mentorship, and/or conducting resource planning.
- Proficiency in a foreign language, such as Spanish or French, a plus. Strong leadership, interpersonal, entrepreneurial, management, and writing skills required.
- Ability to work effectively in a fast-paced, growing business environment. Willingness to travel on assignment approximately 15% of the time.
