Under general supervision, the Water Resources Protection Technician performs investigation of wastewater discharges to ensure conformance to city, state and federal water and sewer regulations; interprets and implements city, state and federal pretreatment regulations for non-domestic discharges; and to perform other specifically related work as required.


EXAMINATION PROCESS: Based upon screening of the City application and résumé, applicants whose qualifications best meet the requirements of the position will be invited to the examination process. May include, but is not limited to, written exam and/or panel interview. Those candidates who pass the examination process will be placed on an eligibility list from which the final selection will be made.


SELECTION PROCESS: As authorized by City policy, applicants being considered for hire in this position are subject to fingerprinting for purposes of investigating criminal history background, as part of the employment screening process. Appointment is subject to successful completion of a pre-employment medical exam (based upon job-related physical standards) by a City-designated physician.


Failure in any one part of the examination or selection processes will disqualify a candidate from further consideration.


ESSENTIAL FUNCTIONS/EXAMPLES OF DUTIES:
The following duties are typical of this classification. Incumbents may not perform all of the duties and/or may be required to perform specific additional or different duties from those set forth below to address business needs and changing business practices. Interprets and implements city, state and federal pretreatment regulations for domestic and non domestic discharges; collects samples and conducts field and laboratory analysis of storm water and wastewater; keeps laboratory and pretreatment records and makes reports; prepares wastewater discharge permits; inspects and advises non-domestic dischargers on pre-treatment requirements and methods for pre-treatment; investigates violations of sewer ordinances and issues warnings and recommends citations when necessary; develops and enforces pre-treatment program; performs inspections; works with a variety of computer programs; interacts with regulators; ensures compliance with city’s sewer ordinance and other division programs as required; makes inspections of sewer dischargers; keeps up to date on new applicable rules and regulations; operates City vehicles; and performs other related duties as required. TYPICAL QUALIFICATIONS:
Include any combination of training, education, and experience which demonstrates an ability to perform the duties of the position. The typical qualifying entrance background is: EDUCATION/EXPERIENCE: The High school diploma or G.E.D. AND two (2) years of college level work in biology, chemistry or a closely related field. An equivalent combination of education and experience may be considered. LICENSE REQUIRED: At time of hire, possession of a valid and appropriate California Driver’s License is required.

Possession of Grade I California Water Environmental Association Grade I Environmental Compliance Inspector is required AND possession of a Grade I Laboratory Analyst certification is highly desirable.

Incumbent shall be required to obtain a Grade II California Water Environmental Compliance Inspector AND a Grade I Laboratory Analyst certificates within three testing periods of eligibility to test. KNOWLEDGE OF: Wastewater treatment process; and basic chemistry sufficient for conducting a variety of laboratory analysis of domestic and non-domestic wastewater. ABILITY TO: Read and interpret technical and legal materials in city, state and federal wastewater, pretreatment, health and safety regulations; write clear and concise reports and letters; read blueprints; assist the non-technical business public in methods of pretreatment; deal tactfully and diplomatically with the public; and Lift maintenance hole covers and automatic wastewater samplers.

SPECIAL REQUIREMENTS: Employees in this classification may be required to utilize respirators in the course of their job duties or under emergency circumstances, and thus must be in compliance with General Industry Safety Order 5144. Employees shall not wear beards, mustaches, sideburns, facial hair or other conditions in such a manner that may prevent or interfere with establishing and maintaining a proper seal of the respirator facemask. This requirement is implemented in order to insure the safety and health of the employee.
